Fish and Wildlife Service to list a distinct population segment of gray wolves as endangered under the Endangered Species Act (ESA) (16 U.S.C. § 1533) and the Administrative Procedure Act (5 U.S.C. § 553). The DPS is defined in Section III but generally represents the Southern Rocky Mountains.
