Litigation under the Clean Water Act (CWA), challenging the issuance of a section 404 permit for the proposed $300 million Panama City-Bay County Airport that is intended to facilitate large-scale development along Florida's Emerald Coast in the panhandle region. The airport would destroy 1,500 acres of wetlands in an undeveloped area west of West Bay, near Panama City.
