EMERGENCY WETLANDS RESOURCES ACT OF 1986

The purpose of the Act is to promote wetlands conservation for the public benefit and to help fulfill international obligations in various migratory bird treaties and conventions. The Act authorizes the purchase of wetlands from Land and Water Conservation Fund monies.
The Act also requires the Secretary of the Interior to establish a National Wetlands Priority Conservation Plan, requires the states to include wetlands in their Comprehensive Outdoor Recreation Plans, and transfers funds from import duties on arms and ammunition to the Migratory Bird Conservation Fund.
PURPOSE
"The Secretary shall establish, and periodically review and revise, a national wetlands priority conservation plan which shall specify, on a region-by-region basis or other basis considered appropriate by the Secretary, the types of wetlands and interests in wetlands which should be given priority with respect to Federal and State acquisition."
