The vision and goals for a network help to define the appropriate scale at which to work and will determine the type and resolution of data available to map the current and proposed network.

The scale of a network area can be defined by political or ecological boundaries. Conservation networks are most effective at large scales, such as regions, basins, ecoregions, or large landscapes. Networks can be designed at smaller scales. However, they should be developed within the context of larger networks to reduce conflicts and redundancy and to ensure that ecosystem processes, which function at larger scales, are maintained.
